Cannot set net 'net' to be constant val - net is classified as a power net

The system was unable to specify that a net is always low or should be always driven low, since it is connected to a power net, either directly or via some connection.

Constant nets can be created if any of its pins:

• are a compliance pin specified in a BSDL file;
• are specified to be constant pins on the Constant Pins screen;
• have a disable value specified device file.
